Can you catch Tera Charizard twice?
Unfortunately, no. You can only catch the Tera Charizard once. However, you can battle in the raid several times. Remember that in your game, you will have one raid per day.
The Tera raids’ location is set so that once you catch the Charizard, the crystals vanish.
On the other hand, if you fail to catch the Charizard or run away from it, the crystals will not disappear. Hence, you will have several chances to battle to capture the Charizard until captured.
You can join your friends or other players’ raids. It may excite you to know that repeatedly hosting tera raids in Scarlet and Violet will give you the benefit of assisting your friends to have a more powerful Pokémon lineup in their late-game grind.
Also, remember to host raids in the game repeatedly; you have to switch off the Autosave feature. As a player, you will have only one chance to capture Tera Charizard, but it does not limit the number of times you can battle to get other items.

Interestingly, this Dark Tera-Type Charizard has 20 IVs in all other stats apart from max IVs in speed and Attack. It has an impressive move-set: Belly Drum, Acrobatics, Crunch, and Flare Blitz.
