The best way to beat Penny is to use a Special Attacker. Penny is the final boss of Team Star. And yes, this is the same Penny with the Eevee backpack that rewards you each time you beat a Team Star boss.

According to the lore, Penny guides you on your mission because she wants to take down Team Star, which has gotten out of control. She believes defeating her signifies the end of this team 🧐.

Penny relies on various Eeveelutions, and her strategy is primarily defensive 🤓. She favors Baby Doll Eyes to lower the impact of your Pokémon’s physical attacks.
