How to Beat Penny (Cassiopeia) in Pokémons Scarlet
The best way to beat Penny is to use a Special Attacker. Penny is the final boss of Team Star. And yes, this is the same Penny with the Eevee backpack that rewards you each time you beat a Team Star boss.
According to the lore, Penny guides you on your mission because she wants to take down Team Star, which has gotten out of control. She believes defeating her signifies the end of this team 🧐.
Penny relies on various Eeveelutions, and her strategy is primarily defensive 🤓. She favors Baby Doll Eyes to lower the impact of your Pokémon’s physical attacks.
Therefore, your best bet is to use Special Attacks. For instance, Flutter Mane, equipped with Moonblast and Mystical Fire, easily defeats Umbreon and Leafeon.
You can also use it against Sylveon, whose poor recovery weakens it against repeated Moonblasts.

Gardevoir
Gardevoir is a Psychic / Fairy type Pokémon. Before facing Penny, Level up 49 and equip it with Moonblast. This move takes out Umbreon. Furthermore, it can use Trace to copy Flareon’s Flash Fire, Vaporeon’s Water Absorb, and Jolteon’s Volt Absorb.
Baxcalibur
Baxcalibur is a Dragon / Ice Pokémon with an impressive Attack stat. Level it up to 62 with moves like Glaive Rush, Crunch, and Icicle Crash.
Baxcalibur is a Pseudo-legendary whose type gives it an advantage over all the Eeveelutions except Umbreon and Sylveon.
Gengar
Gengar is a Ghost / Poison-type Pokémon with an impressive Special Attack stat. Use TM to teach it Thunderbolt and Sludge Bomb to give you an advantage over Sylveon and Leafeon.
Getting it might be a hassle, so go to Levincia and trade a Pincurchin for Gengar.
