The reason you should not do this is to avoid wasting candy and stardust on a Pokemon that has yet to evolve or on a Pokemon that you do not intend to use immediately.
Since Pokemon unlock new moves after evolution, it is better to wait for them to evolve and see if they are helpful to you before spending your stardust powering them up. Remember that you need to be economical with your limited resources.
Moreover, powering up a Pokemon with a higher CP than a low CP is better since you can get more from it. This is also true for the levels since the higher the level, the better the outcome.

If you power up your Pokemon before evolution and it learns a useless move, you will lose your precious stardust.
On the other hand, waiting for them to evolve and seeing their new moves lets you decide whether they are worthwhile.
The second reason is to be economical on your scarce resources. Powering up Pokemon requires stardust, which is less abundant than candies; hence, it is more economical to power up Pokemons after evolving them.
Finally, waiting for Pokemons to evolve to higher levels to power them up is better. Higher-level Pokemon have a higher CP level, which means that you get more results from powering them up. 💥
